教育部自 101 年起實施「大專校院創新創業扎根計畫」(自109年更名為「大專校院推動創新創業教育計畫」)，引導大專校院提升創新創業課程品質，培育具創業家精神之人才。

為進一步強化創新創業課程效益，遂於105年起推動「大專校院創新創業實戰模擬學習平臺」，鼓勵大專校院創新創業課程衍生的學生團隊投以構想提案，透過平臺「教練團」與學校輔導單位的引導，體驗虛擬的群眾募資歷程，深化創新創業教育的意義與價值。

Since 2012, the Ministry of Education has implemented the Promotion of Innovation and Entrepreneurship Education Plan for University and Tertiary College, aiming to enhance the quality of innovation and entrepreneurship (I&E) curricula across higher education institutions and to foster talents with entrepreneurial mindset.

To further strengthen the effectiveness of such courses, the Ministry launched the Start-up Simulation Platform for University and Tertiary College in 2016. The platform encourages student teams—emerging from university I&E courses—to submit startup proposals and experience a simulated crowdfunding journey. Guided by a team of professional coaches and campus support units, students engage in practical learning that deepens the value and impact of entrepreneurship education.
